South Bay Power Plant - Chula Vista

Challenges:
1. "As for the power plant, the appropriate state regulatory agencies have stated that the South Bay Power Plant will stay in operation until at least two of the following three have been accomplished: the operation of the Otay Mesa plant (scheduled for October 2009), Sunrise Power Link (although delayed ‘til at least 2012, has preliminary approval from the Public Utilities Commission and the Bureau of Land Management), and 2 peaker plants in the San Diego basin (neither of which has been approved).
